Protection against discrimination on grounds of sexual orientation and gender identity

Timeframe: February 2019 – 31 December 2019

The overall aim of the project is recognition and action against discrimination based on sexual orientation and gender identity by national and local authorities, legal professionals and

citizens as well as increasing of the positive public perception of the LGBTI people by emphasizing the tolerance and acceptance.

The project has two specific objectives:

 SO 1. To increase prevention against discrimination based on sexual orientation and gender identity, to raise awareness for its existence and promoting tolerance and acceptance.

SO 2.  To strengthen protection against discrimination mainly based on sexual orientation and gender identity into practice through establishing concrete case law

The project aims to achieve the following results:

Result 1. Raised awareness about sexual orientation and gender identity as grounds for determining discrimination;

Result 2. Increased tolerance and acceptance among people both online and offline; 

Result 3. Trained professionals and persons who have faced discrimination;

Result 4. Established minimum case-law as ground for further proceedings in this area;

Result 5. Determined shortcomings and positive aspects of implementation of the new Law on prevention and protection against discrimination.

Planed measures/activities are:

  1. Organisation of 3 trainings for legal professionals, lawyers, and persons who have faced discrimination;
  2. Preparation of 3 videos for the aim of social network campaign on the grounds for determination of discrimination (special focus on the new grounds sexual orientation and gender identity), and promotion of litigation programme;
  3. Organization of City Caravans in 4 cities towards promotion tolerance and acceptance, protection against discrimination and litigation programme;
  4. Conducting 2 surveys on the opinion of the public and obtaining an overview of the perception for sexual orientation and gender identity as grounds for determination of discrimination, before and after the campaign;
  5. “Litigation program” for initiating proceedings in front of the Commission and Courts against discrimination on grounds of sexual orientation and gender identity by the team of lawyers, specialized in this field;
  6. Drafting a report for the implementation of the Law for prevention and protection against discrimination and policy conclusions and recommendations;
  7. Organizing public event for presentation of the project achievements and Policy paper with recommendations
